2008 Official Rules


Upon registering in any 2008 BRSD event, you agree to have read and understand all of the rules & regulations below as well as the class specific rules located on your registration form. Furthermore, you & those attending with you agree to abide by the rules as failure to do so could jeopardize your membership &/or participation in current or future events. Punishment for refusing to follow the rules includes but is not limited to: verbal or written warning for offense, fines, disqualification or suspension from current or future events, and ejection from the premises. If you have any questions, please contact your race committee as soon as possible. Race responsibly so everyone can have fun!

BRSD Ground Rules:
1. Registered Racers may not exceed 5 MPH anywhere on the grounds except in competition. Spectators may not exceed 5 MPH anywhere on the grounds.
2. No joy riding of any kind by anyone will be allowed anywhere on the grounds.
3. No burn-outs will be allowed anywhere on the grounds.
4. All drivers in competition MUST attend the driver’s meeting.
5. Drinking of intoxicating beverages or indulging in the use of drugs while competing will not be tolerated.
6. Un-sportsman like conduct, foul language or conduct detrimental to racing will not be tolerated.
7. You may not sit along the fence line (chair, cooler, atv, etc.). However, standing is permitted.
Racers failing to abide by any of the above ground rules will result in one written warning for the first offense. Upon the second offense, you will be fined $25 per offense or face disqualification from competition & suspension from further events until fine(s) is paid in full. Spectators will be asked to leave the grounds if they do not abide by the rules.
BRSD General Rules:
1. Members who pay the $25.00 fee are eligible to enter each class at a rate of $30.00 per event. Non-members will be required to pay a $35.00 entry fee per class.
2. Racing numbers MUST be clearly visible from the front of the vehicle. A Number plate is available upon request.
3. There will be no deliberate delay of time allowed during practice or competition. (See “Staging” in the Light Rules/Definitions)
4. A track official will help you stage upon your request.
5. All race vehicles MUST be equipped with a light on the rear that is visible from 350 feet and it is recommended that they have a light on the front of the vehicle.
6. No one will be allowed to ride with a competitor or drive another person’s vehicle unless a form is completed in the tower and a track official gives approval.
7. Competitors are not allowed to apply brakes at the finish line; however, they may let off the throttle. 8. Vehicles MUST be in the pre-stage area when their class is called. Failure to do so will result in disqualification. (See “Pre Staging” in the Light Rules/Definitions)
9. Only necessary pit crew will be allowed in the pre-stage area with competitors.
10. Engine running and/or deliberate engine revving is not allowed in the pre-stage area.
11. The three-minute clock must be requested by the driver. (See “Three Minute Clock” in the Light Rules/Definitions)
12. Drivers of vehicles still in the pre-stage area must remain seated incase their vehicle needs to be moved.
13. Lack of control of a vehicle, where it would endanger the safety of a driver, spectator, or pit crew is not allowed.
14. Super Pro ATV, Competition Eliminator, Air Cooled & Open 4x4 must request 15 minutes cool down time between runs. The driver must present the last time slip to a track official to verify time.
15. No vehicle shall be allowed on the competition course for practice, warm-up, or competition until it has passed technical inspection and has obtained a certification seal and unless the owner, starter, or track official is on the starting position.
16. Any driver who competes in a vehicle that he is not qualified or eligible to drive, and any entrant permitting such action shall forfeit all points and awards won in that particular event and shall be subject to suspension.
17. No entrant, contestant or pit crew shall have claim for any damages, expenses, lawsuits, or otherwise against the sponsoring club, property owner, or its officials by reason of disqualification or damage to either vehicle or driver, or both; and they agree that the competition course is in safe and usable condition if they take part in the program and its activities.
18. All vehicles are subject to inspection on the first race of each month and/or whenever asked by a track official.
19. Track officials reserve the right to inspect and disqualify any vehicle at their discretion from any competition and awards.
20. B.R.S.D. reserves the right to approve or reject any and all applicants for membership. Applicants 21 years of age or under 18 years of age in those states which 18 has been legally granted adult right and status, must provide a minor’s release, executed by his/her parent or legal guardian.
21. All complaints must be taken to a committee member. Decisions of track officials shall be final in all matters with regard to interpretation of the rules, including supplementary regulations and event procedures.
22. Winners of first, second, and top eliminator in the Air Cooled & Open 4x4 classes must report directly to the scales to be weighed.
23. Any rule change during race season must pass with a 2/3 majority vote by the committee.
24. Entry forms of current competitors are available upon request.
25. All protest information; forms and fees can be found on the last page of this book.
26. You must compete in a minimum of 3 nights of racing in your vehicle to be qualified to vote at the year-end rules meeting. One vote per vehicle.
27. Any entrant, participant, competitor, crew member, or pit pass holder who takes part in any demonstration in the pits, on the course or surrounding area before, during, or after a sanctioned event, shall be subject to suspension, disqualification, and/or loss of points and forfeitures of purses, awards, and prizes. A member is subject to loss of membership.
Any entrant or driver who refuses to abide by the general rules as set forth in this book or as interpreted by track officials will be subject to suspension and/or disqualification and may forfeit entry fee, purses, awards, and/or prizes.

Membership Point Accumulation System:
1. Competition points will be awarded as follows:
ATV’s and Vehicle E.T.: Show up (25), First Place (15), Second Place (10), Top Eliminator (20).
All Other Classes: Show up (25), First Place (15), Second Place (10), Top Eliminator (5).
2. Car trade with legitimate reason must be approved by the Race Committee for points to carry on. Temporary substitution prohibited!
3. To receive show up points, you must register your vehicle and receive a green light in practice or competition. NO REFUNDS unless a class is not formed.
4. Competition points for ATV’s will be awarded to the racing number. Drivers may change ATV’s between events; however, they must keep the same ATV throughout the event night.
5. Competition points for All Other Classes will be awarded to the racing number and vehicle.
6. Money will be paid in all classes for First Place, Second Place, and Top Eliminator. All money going into the Racer’s Points Fund (with exception of expenses) will be paid to the point’s winners (Exception: Jr. ATV Top Eliminator).
7. Awards will be presented at the year-end banquet and rules meeting. All racer’s and their families are encouraged to attend.

Tournament of Champions:
In all classes, vehicles must be present no less than six race events to qualify for the Tournament of Champions. 1st place point’s winners in all vehicle classes will compete. In ATV classes, Top 3 from Pro ATV, Top 3 from Super Pro ATV and Top 2 from ATV-1 will compete.

Light Rules & Definitions:
Pre-Staging- All vehicles must report to the pre-stage area immediately when called. If a vehicle reports after the first pair in that class have been directed to the starting line, they will be disqualified and eliminated from that round of competition.
Blue Light- Drivers must wait for the blue light to be activated before proceeding to the starting line. Failure to do so will result in “Flashing Red Lights” (below).
Staging- Occurs when a driver turns on the yellow staging lights on top of tree with any part of the vehicle in front of and including the front wheel. No part of the vehicle behind the front wheel can be used to stage. Each vehicle has 30 seconds to activate the second staging light from the time the blue light is illuminated or request the three-minute clock.
Three Minute Clock- If a vehicle is called to the starting line from the pre-stage area and does not report, he/she must request the three minute clock. If the vehicle does not report to the starting line within the allotted 3 minutes, he/she will be disqualified and eliminated from that round of competition. Their competitor must then stage and make a single pass to win the race.
Flashing Red Lights- If the flashing red lights are activated, each driver is required to back out of staging and bring their engines to an idle or shut down. After the system is reset, an official will tell them to re-stage.
Red Light- Occurs when a driver starts movement (forward or backward) before the green light comes on. When this occurs, the competitor is disqualified and the other competitor goes on to the next round of competition.




Breaking Out- Occurs when an E.T. racer runs faster than their dial-in time. In the event both competitors break out (double breakout), the one that breaks out the least moves on to the next round.
Out of Bounds- Occurs when crossing into the center strip, or leaving the drag strip lane as denoted by breaking the plane of lane markers, or touching any part of any guardrails and/or orange cones. Doing so shall disqualify the driver from that round of competition.
Single Run- Occurs when one competitor is unable to compete after line up has been written. The other competitor is required to make a pass and may not be eliminated due to red light or breakout.
Scratch- when a competitor notifies the track official he/she cannot make the next round of competition and disqualifies him/herself.

Official Rules, Regulations, and Procedures for Off-Road Competition:
Introduction:
Rules and regulations as set forth herein, with regard to vehicle safety, competition, construction, technical inspection and course layouts, will be mandatory. Minor deletions and changes are allowed to conform to local procedures and requirements and should be made in the form of supplemental regulations to the basic rules and regulations and publicized well in advance of any event. These rules, regulations, and procedures are intended as a guide for the conduct of the sport and in no way a guarantee against injury or death to spectator or participant.

Mandatory Safety Regulations – All Classes:
1. General: Safety regulations as outlined herein are the result of requirements set forth by the insuring body of B.R.S.D., and thus are MANDATORY. The intent when prescribing safety standards for equipment and vehicle construction is to provide adequate protection for all competitors and spectators. B.R.S.D. does not want to restrict the general or specific design of any vehicle or the development of vehicles, but is required to encourage all competitors to give full attention to safety requirements. Any deviations from safety regulations as outlined herein,
will subject the driver, owner, or entrant to indefinite suspension from all competitions.
2. Inspection: Each vehicle, regardless of class, must complete and pass a technical inspection prior to competition in any sanctioned, sponsored, or endorsed event. A sticker may be issued to the vehicle upon compliance with all safety requirements and approval of frame and roll cage construction. All vehicles will be subject to event technical inspection. Structural changes will require nuts, bolts, and component parts on each vehicles suspension system, chassis, and running gear be secured with either lock nuts, lock washers, or cotter keys, and have at least one full thread showing through the nut. Any vehicle may be re-inspected at any time during the event. Vehicles may also be subject to an inspection on the first race of every month and/or whenever asked by a track official.
3. Appearance: Vehicles participating must be presentable in appearance at all times. Vehicles considered improperly prepared may be subject to restriction by the overall advisor. The appearance of personnel supporting the competing vehicle is equally important and subject to the same considerations.
4. Ballast: Any material used for the purposes of adding to a vehicles weight must be permanently attached as a part of the vehicle’s structure and must not extend behind the rear of the vehicle’s body or above the height of the rear tires. No liquid or loose ballast shall be permitted. Any liquid or loose ballast, other than engine fuel being used and located behind the front/rear firewall is considered ballast and is not permitted. Removable weight must be securely mounted to the frame or construction by at least two ½ inch minimum diameter steel bolts per fifty pounds. Any removable weight must not be attached to the front axle with hose clamps, wire, strapping tape, etc. Recommended forms of ballast are heavier gauge steel floors, frame reinforcing, cross members, or addition of safety equipment such as roll cages, flywheel cover, or coolers, etc. NOTE: The loss of ballast during the competition may be grounds for disqualification. Ballast should be painted a bright color; orange or yellow.
5. Batteries: All wet-cell batteries must be securely mounted by a metal strap over the battery and covered by battery box, tubing covered, or spill-proof caps. A maximum of two (2) automotive type batteries are allowed and not to exceed 150 pounds combined weight.
6. Brakes: Brakes on each vehicle, regardless of class, are to be tested for pedal “feel”. Brakes must be in working order, with two wheel hydraulic brakes (rear wheels only) as a minimum requirement. Lightening of backing plates, brake drums discs and/or brake shoes by cutting or trimming metal is not permitted. When steering brakes are used, control handles must be located inside the vehicle suspension system. A supplementary or backup brake system is highly recommended on all vehicles, particularly those with two wheel rear brakes minimum.
7. Driveline: On any vehicle in which the driver sits over, or in back of the rear-end center section, a suitable protective shield of 120 inch minimum thickness steel plate must be installed. Aftermarket safety approved rear end assembly may be accepted. For those units with universal joints securely mounted to the rear-end center section and the bell-housing adapter, couplers are highly recommended in place of U-Joints when possible.
8. Exhaust: Each vehicle, regardless of class, must be equipped with exhaust collectors or stacks installed to direct the exhaust gasses out of the vehicle body and away from the driver and fuel tank. Exhaust stacks must incorporate a metal connecting strap to prevent loss of one or more stacks during competition.
9. Fasteners: It is recommended all nuts, bolts, and component parts on each vehicle suspension system, chassis, and running gear be secured with either lock nuts, lock washers, cotter keys, or safety wire and have at least one full thread showing through the nut.
10. Fire Extinguishers: It is recommended (if not already required in the class rules) that each contestant have a loaded fire extinguisher attached to the vehicle and readily accessible and available for immediate use. Dry chemical CO 2 type extinguisher (2 ½ lb. Minimum size) are mandatory, and must be properly fastened and charged.
11. Fire Walls/Suit: It is recommended each vehicle in competition be equipped with a flameproof firewall and/or the driver be dressed in a fire suit. NOTE: Fire suit is mandatory if vehicle is 5.50 seconds and faster and/or if vehicle is using alcohol, turbo, blower, or nitrous. This does not apply to ATV classes.
12. Floors: All vehicles without floors must be equipped with floor pans made of steel or aluminum which must extend the full length and width of the driver’s compartment (Front of driver’s seat to pedals). Belly pans and floor enclosing engine or drivers: Compartment must contain suitable drain holes throughout so that liquids and foreign matter cannot collect, thus creating a fire hazard. Wire mesh is acceptable, 2-inch holes maximum.
13. Fuel Systems: Whenever possible, fuel tanks and fuel lines should be located ahead of the engine. Fuel blocks, if used, must be mounted at least 6 inches forward of the flywheel bell housing area. In the event fuel lines pass supercharger drive area, it is highly recommended that they be encased in steel tubing. Fuel tanks located in front of the grill and out of the protected areas of the frame, body and wheels, must be protected against collision damage by some means of encasement (i.e., steel, nerf bars, etc.) It is recommended vehicles with altered fuel systems (other than electrical fuel pumps) must have a quick action fuel shut off valve within reach of the driver and located in the main fuel tank and the carburetor and/or injectors. No fuel system is to be mounted in cab (pick-up) or in driver’s location, or in Jeeps unless the factory mounts it there. Fuel system to be mounted is to be mounted to the front or rear of driver’s compartment. Fuels: Any pump type with any petroleum mixture allowed. Use of other exotic fuels: see category.
14. Helmets: All drivers must wear a full-face helmet of an approved type with a rating not less than Snell #95 or equivalent. It is recommended they have a face shield on helmet. NOTE: If it is a fully enclosed vehicle in VEHICLE E.T. (5.51 & slower), an open face helmet is permitted.
15. Ignition: Each vehicle in competition must have a positive-action on/off master switch in good working order located within driver’s reach.
16. Safety Belts: All vehicles in competition must be equipped with an approved seat belt.
17. Steering: Any vehicle may be subjected to inspection to determine the condition of its steering.
18. Seats: All seats must be so constructed, braced, and mounted that it will give safe full back and shoulder protection to the driver in the event of vehicle upset, spin out or collision.
19. Weight: All winners of any vehicle that is protected by weight – 1. Can refill tank 6 gallons and under. 2. Can refill or replace nitrous bottles if bottle is same weight. 3. Anyone with tank over 6 gallons must tell scale house so tank can be measured.
20. Light: All race vehicles MUST be equipped with a light on the rear that is visible from 350 feet and it is recommended that they have a light on the front of the vehicle.
21. Tether Switch/Arm Restraints: Vehicles qualifying for most classes must be equipped with working tether switch (ATV’s) and/or arm restraints (rails/buggies), attached from vehicle to driver. See your Race Committee for further information.

Additional Buggy Safety Regulations – All Classes:
1. Air Cooled: Minimum of 1” O.D. pipe is required with a minimum of .065 wall thickness. Also, .031 thickness chromoly only. Square tubing may be accepted upon inspector’s approval. No conduit, exhaust pipe, or soft aluminum may be used. Exception of 1” thickness may be subject to M.S.R.A. approval.
2. Buggies: must have at least a 3 point approved roll cage.
3. All Classes: shall be required to have a 4-point Quick Release (at the buckle) aviation type safety harness.

Protesters must return this form to the tower within fifteen minutes after the class of vehicles has run. All protests will be in cash only. Protested vehicles will be impounded by the race committee and the protest will be performed after competition of all vehicles. At least two members &/or the president must be present while driver prepares vehicle for upcoming rounds of competition. All decisions will be final.

If a vehicle is found illegal, the driver will face the following penalties:
First Infraction – Sit out two races and pay a fine of $200 or sit out twelve months from date of infraction.
Second Infraction – Same as the first.
Third Infraction – Two week suspension and a $400 fine.
Fourth Infraction - $1,000 fine.
